最近，随便翻开哪份英国报纸都会看到中国股市和宏观经济的报道，大家都想知道中国经济到底怎么了?中国经济还行不行?
Newspapers recently have been overflowing with reports about China’s stock
marketand economy. Everyone wants to know what is happening. What does the
futurehold?
应当承认，当前中国经济面临困难和挑战，存在下行压力，但这些困难不会动摇中国深化改革、扩大开放的决心，更不会改变中国经济发展的光明前景。正如英国前首相丘吉尔曾说，悲观主义者在每个机会里看到困难，乐观主义者在每个困难里看到机会。
It is true that the Chinese economy is facing difficulties and challenges –
and that there arepressures for it to slow down. Yet there is no reason for
China to waiver in its resolve to deepenreforms and open up more to the outside
world. Nor will the difficulties cloud the bright prospectsof development in
China. Just as Winston Churchill said: “A pessimist sees the difficulty in
everyopportunity; an optimist sees the opportunity in every difficulty.”
看待中国经济状况，需要用全面和发展的眼光。今年上半年，中国经济增长7%。城镇新增就业718万人，服务业占国内生产总值的比重接近50%，单位GDP能耗同比下降，经济增长的质量稳步提高。近来中国出口、投资、工业等部分领域增速有所放缓，经济更多依靠内需，依靠消费，依靠服务业贡献，这正是我们主动进行结构调整取得积极成效的体现。中国经济长期向好基本面没有改变，人口多、面积大，发展潜力、回旋余地和韧性都比较大，城镇化和结构调整将为中国经济培育和集聚新的增长动力，带来巨大发展空间。
When assessing the Chinese economy, one needs to look at the big picture
and focus on themomentum of growth. In the first half of this year, China’s GDP
hit a 7 per cent increase. With7.18?million new jobs created, with the service
sector accounting for close to half of GDP, and withenergy consumption dropping
as a proportion of GDP year on year, China’s economic growth isalso steadily
improving in quality. As for the recent slowdown in exports, investment and
industrialoutput, this is an expected and positive result of voluntary
structural adjustment. Growth in Chinanow relies more on domestic demand, on
individual consumption and on the service sector. Thefundamentals of the Chinese
economy therefore remain unchanged and indicate long-termgrowth. The population
and the size of the country promise big development potential, ampleroom for
manoeuvre and strong resilience. Urbanisation and structural adjustments will
generate anew driving force for the Chinese economy and create a huge space for
growth.
看待政府与市场的关系，需要辩证统一的思维。使市场在资源配置中起决定性作用和更好发挥政府作用，如同一个硬币的两面，二者相辅相成。实践证明，只有“看得见”的手和“看不见”的手配合得好，才能达到1+1大于2的良好效果。近来，中国针对股市大幅波动出台了一系列强有力的政策措施，就是履行政府保持宏观经济稳定的职责，维护市场秩序，确保资本市场的持续健康发展。
In any economy, government intervention and market-based operation are two
sidesof the same coin. They work with rather than against each other to ensure
steadiness in theeconomy. When the “visible hand” and the “invisible hand”
co-ordinate really well, the result willbe more than just “one plus one”.
China’s recent measures against major fluctuations in the stockmarket are
exactly what a responsible government should do to ensure economic
stability,maintain market order and allow sustained and sound development of the
capital market.
看待改革开放前景，需要理解中国发展的内在机理。改革开放是决定当代中国命运的关键抉择，是大势所趋，更是人心所向。没有改革开放，就没有中国的今天，也就没有中国的明天。改革开放中的矛盾只能用改革开放的办法来解决。不久前，我们完善了人民币兑美元的中间价报价机制，这正是人民币汇率形成机制市场化改革的重要一步。今年7月，银行间债券市场进一步向外资开放，获批机构可自主决定投资规模，这是我们扩大开放的又一重要举措。中国改革开放难免遇到激流和险滩，我们有信心也有能力战胜困难，我们真诚希望外界给予更多理解和支持，多建言献策，而不是唱空唱衰。
To analyse the prospects of reforms in China, one must understand the
internalmechanism of the country’s development. The decision to reform and open
up was not onlycrucial to the fate of China today. It was also a response to
global trends and domestic popularwill. Without reform, China would not have
come so far; nor would she have a future. As for theproblems that have emerged
with reform and opening up, they will only be solved with morereform and opening
up. Not long ago, China introduced a new measure on its currency exchangerate,
which was an improvement on the quotation of the central parity of the renminbi
against theUS dollar. This is an important step towards a market-based exchange
rate regime and signifiesreal progress. In July, foreign capital was given
greater access to China’s inter-bank bond market,allowing registered
institutions to decide on how much they invest. This is yet another major
stepforward toward greater openness. Carrying on with reform and opening up is
like wading throughtorrents and rapids. While China is confident and has the
capability to overcome difficulties, theworld’s understanding, support and
advice are valued. Bad-mouthing China creates only problemsnot solutions.
看待中国经济的外溢效应，需要秉持合作共赢的理念。改革开放30多年来，中国对世界经济的贡献有目共睹。在亚洲金融危机和2008年全球金融危机爆发后，中国都用实际行动展现了负责任大国的担当。中国积极倡导合作共赢理念，愿与各国加强交流互鉴，共同破解发展难题，为推动世界经济增长发挥更大作用。英国媒体很关心近期中国股市波动、人民币汇率变化是否会拖累英国经济增长。我想强调的是，中国将继续给包括英国在内的世界各国提供更广阔的市场、增长、投资等合作空间。希望英国工商界抓住机遇，扩大与中方在贸易、投资、金融等各领域的合作，实现互利共赢。
The fact that what happens in China is felt elsewhere only emphasises the
need for thecountries of the world to co-operate for win-win results. China’s
contribution to worldeconomic growth since the beginning of its reform and
opening up three decades ago is widelyrecognised. During the Asian financial
crisis in the late Nineties and the global financial crisis thatbroke out in
2008, China acted very responsibly. With a commitment to win-win
co-operation,China is ready to work with the rest of the world to share
experience and explore solutions todifficult development issues in order to put
the world economy back on a growth trajectory. TheBritish media has expressed
concerns that recent stock market fluctuation and exchange ratereform could be a
drag on growth in the UK. What I want to stress is that to the UK and the restof
the world, China continues to represent a huge market with rapid growth and
mutualinvestment opportunities. I encourage the UK business community to seize
the opportunities andexpand their co-operation with Chinese partners in trade,
investment and financial services forwin-win results.
莫为浮云遮望眼，风物长宜放眼量。我们坚信，中国经济这艘大船，在经历了风浪考验后，将会更加自信地扬帆前行，开创更加光明的未来。
Far-sighted observers of the Chinese economy should be able to, as an old
Chinese poem goes, “see beyond the floating clouds and appreciate the long
vista” of a promising growth. Likea giant vessel that has weathered the storm
and waves, the Chinese economy has been tested byadversity and will sail on with
confidence toward a brighter future.
